Union General Ord was convinced that political leaders were afraid to talk about ending the US Civil War. Ord met with General Longstreet in February of 1865. He suggested that generals Lee and Grant discuss an end to the war. Confederates Davis, Longstreet, Lee and Breckinridge met in Richmond to discuss this issue. General Grant conferred with President Lincoln on the issue. Lincoln informed Grant that any peace agreement had to include the return to the Union of the Confederate states. Lincoln also informed Grant that any meeting with the Confederates had to include the surrender of Lee's army. Lee met with Grant on March 4, 1865. Grant informed Lee that he had no authority to discuss any compromise.
