low air pressure is what causes cloudy skies. Low air pressure causes clouds because usually when there is low air pressure it is humid and it did or still is raining or snowing. The watersevaporates into the sky and forms a cloud (a cloud is mainly water and gases) Once the cloud has too much water in it it would rain, then the cycle would repeat.

Yes, it is!
An area of low pressure causes all the air around it to want to come over and fill the empty space. All this warm, near-ground air comes rushing in at once and much of it is forced up, the only place left to go. Since warm air contains more water than cold (and this air gets cold as it gets closer to outer-space), the water it formerly contained is forced to condense into clouds. Thus, low-pressure => cloudy weather.

Generally, in a low pressure system air rises. As this air rises it cools, causing moisture in it to condense.
