Cities in the UK are defined by charter, usually with a cathedral or important large church and not by size. Two which have large populations and a cathedral which come to mind are: Birmingham and Bristol.

Two small towns (Cities) with Cathedrals: Bangor (Wales) and Wells

Two medium sized towns (again Cities) with large important churches: Bath and Bury St. Edmunds

A City without a Cathedral: Sunderland

A large town with aspirations to be a City but never got a Charter: Chelmsford
