In modern times, none. If a teacher lacking any real world experience asks though, it would be the design phase. Program design typically never uses flow charts anymore. The detail is too great to cause any benefit over simply typing the program. This design methodology is basically a relic from when computer time was expensive an it was profitable to design and implement an entire program offline. These days, we may design using block diagrams and then implement each block. But flow chart style documentation is generally implemented for the purpose of describing how an existing system works after the system had already been written.
