Filter Keys slows down the keyboard repeat rate (if you hold down a key, such as a letter, there will be a short delay after each letter appears). Filter Keys will also create a delay after you type each letter before you can type another letter. (This delay is typically half a second.) Hold down Shift for eight seconds to enable or disable Filter Keys.

Held the shift key too long now your keyboard is messed up?

You probably activated "filter keys." Filter keys are meant to slow down the repeat rate on the keyboard. Holding down shift again for 10 seconds should deactivate it, if that is indeed the problem.
