Yes... sort of. Adult cats in the wild seldom meow to each other (they mainly communicate nonverbally, though they occasionally hiss, growl, or caterwaul).

Meowing seems to be a kitten behavior intended to attract the attention of the mother cat. Scientists think adult domestic cats meow to attract the attention of people, whom they seem to regard as a sort of substitute mother.

At least one of my cats seems to meow because she thinks it's expected. If I talk to her and then stop but keep looking at her, she often meows. As best I can tell it's because she apparently feels she has to keep up her end of the conversation. The fact that this behavior is cute enough to often earn her a treat or a petting serves to reinforce it

Cats meow when they are happy. However, scientific research shows that cats also meow when they are in pain or if they are dying.

Cats move their tails in different ways. They can't talk, but their tails can tell us how they feel. When a cat sticks its tail right up, they are saying a friendly "hello" (happy to see you). A relaxed cat curves his/her tail tail in a U-shape. A wagging tail tells you the cat is unhappy. A tail thumping to the ground tells you the kitten is going to attack. A twitchy tail means the cat is ready to pounce. Cats sweep their tails side to side if they are feeling excited or aggressive.

Pet it and then let it be. If it meows more than it wants to play. My cat does the same!
