Independently chartered Girl Scout councils provide direct services to the girls and the volunteers who support them. The National Headquarters in New York provides support to the Girl Scout councils.

For Girl Scouts of the USA (GSUSA), the youngest level, grades Kindergarten and 1, are Girl Scout Daisy and the next level, grades 2 and 3, are Girl Scout Brownies.
For Girl Scouts of Japan, the youngest level, ages 5 -6, are called Tenderfoot Girl Scouts.
