In Through the Looking-Glass the Red Queen tells Alice that 'You have to keep running to stay in the same place'. At the time she meant it literally, however I have heard the phrase used to describe the development of antibiotics (which is really more Biology than Chemistry). The idea being that whenever a new antibiotic is developed a new strain of bacteria resistant to the new antibiotic quickly develops. Hence you have to keep making new antibiotics to 'stay in the same place'.
