Keeping the bike clean of dirt and also keeping it dry will slow down the oxidation process. Keeping the bearings greased and the chain oiled will also help. Whenever you get a scratch or cracked paint touch it up with more paint this will keep the rust out. Good luck.
This is a preventative measure. It prevents rust from forming, especially between hinnges/lonks were water can hide.

Bikes are generic enough so that there's no need to look for a brand specific repair center. Just do a net search for "bicycle store", "bicycle repair" and your closest city and see what you come up with. Trouble is, Pacific seems to be a dirt-cheap brand. There's not much in the way of repairs that can be done before the cost of the repair will be a huge chunk of the cost of the whole bike. Some bike stores won't even do repairs on such bikes due to their questionable quality.
