In the state of TX a person under 18 cannot get a tattoo, unless it's a tattoo to cover an existing tattoo that contains obscene or offensive language/gang-related names, symbols, markings/etc.
Look for Viking and/or Scandanavian Symbols.

No you cannot tatoo a human baby in Pennsylvania unless you are atleast 1/50 Native American and on a reservation at the time of tattoing and the tribal authority has approved it. Otherwise you would be commiting an act of child abuse. There is however no rule on piercings?
