∙ 14y agoIt is a committee appointed by a church council to oversee a specific activity. For example, in the Anglican church, each church is governed by a Parochial Church Council (PCC) which consists of a number of church leaders elected from the congregation. Each council is comprised of clergy and layreaders in the church, which are ex officio, and elected members which include two church wardens, a secretary, a treasurer and several council members, the exact number varying depending upon the size of the church membership. The other members may hold other (unofficial) roles such as membership officer, vice-chairman etc. This PCC can, if it so wishes, appoint a smaller committee (the sub-committee) from within its members to look at a particular aspect of church life, for example long-term planning for mission, worship, the condition of the church building, outreach, evangelism, fundraising, publicity etc, that can be discussed outside the normal PCC meetings, which then allows the normal PCC meetings to concentrate on more urgent matters. The PCC can decide whether or not this sub committee is decision making or merely advisory, or whether or not the committee can temporarily co-opt others onto the committee for their particular field of expertise. The PCC can also decide whether or not the sub-committee will be allowed to elect their own chairperson, or secretary. Whether or not the sub committee is decision-making or advisory, they are expected to report back regularly to the main council with their findings.
