Jeopardy does not reuse Final Jeopardy clues. However, due to the category and wording of a Final Jeopardy clue, it is possible to have duplicated Final Jeopardy questions. An example of this would be the episodes of March 18, 2008 and September 23, 2009. Though very different clues, the response to each is 'Who is Guy Fawkes?' There have been instances where answers/questions have been reused in the regular rounds of Jeopardy. Also, the writers have been known to take answers that remained unopened at the end of a round and turned those answers into a hodgepodge category in single or double jeopardy in a later episode.
In the game show Jeopardy answers must be in the form of a question so the term is used by people to refer to both the information provided when the answers in each category are revealed, which are sometimes referred to as questions and also to the answers the contestant makes which must be in the form of a question, yet are often referred to as answers.

The $2000 clue was "From answers to questions; that's 'Jeopardy!'" and the correct question was "What is Romans?" (Taking Romans from the first two words of the clue, "From answers...." So, they technically did not ask/answer about Jeopardy, per se, but they have alluded to the show occasionally.
