Use Tailow, Ralts, and maybe even Abra if you can get it to learn more moves. Also, use a Wingull. Train them to lvl 15-18 and you will defeat the second gym.
This is a very vague question. You cannot just have one super party of Pokemon that are 'the best in ruby'.
One reason for this is simply that people prefer some Pokemon over others and will choose to train them stronger than others, so they would have their favourite Pokemon as their strongest and possibly 'the best' but only in their view. Another eason is that you choose a necessary party depending on what they need the Pokemon for. Some people want a party of Pokemon with high defense stats for example, and so they might train a Skarmory, as they have naturally high defense stats.
So, in answer to your question, there is no group of Pokemon that are 'the best for ruby', but if you train a party of Pokemon that you have chosen for yourself to be the strongest Pokemon that you own, then they would be your personal best.
If you actually say what you need the party for, then it's easy to recommend a good party of Pokemon that would be the best for that part of the game, but you can't just have one group that are going to be the best and take you right the way through the game. Try and train a good variety of Pokemon so that you have a good set of Pokemon to use whenever you need them.

I belive he or she above me is right, and I think a good team would not matter if it was legondary or not(even though their, u know, TOTALLY AWESOME!) well trained are the best. Having many different types is good too, like if you had all fire and a water Pokemon came, you'd be dead unless you train way higher than that Pokemon. I suggest if you start with treeko, get a water type, a fire type, an electric type, a ground type, and a normal type.(normal can be replaced by ghost or dark, or whatever) because having an option and training them all at a high level, (which, i usually do, most of my Pokemon are about 50 or 60 except my sceptile, hes like 90 something) is the best way to go. =) (-@-)
You will fight in a double battle against Tate and Liza. They are physic type gym leaders and they use Lunatone and Solrock, both Rock and Physic type. I'm not sure what level they are since I haven't played Sapphire for a long time. Use a dark or ground type and they should both go down easily. A water or grass type will also do. I used an Swampert and a Mightyena. They both got defeated by my Swampert's Muddy Water.
I am using most of these now and they balance each other out very good i would suggest= ur starter, Kadabra/Gardevoir, Aron/Geodude, Groudon, I really suggest breloom or u can just use cacnea, the last is peliper/tailow

When it comes to specifics then i guess you want me to name certain Pokemon well i can do that for you! Psychic types such as Hypno, Alakazam, Exeggutor and Jynx are great against the poison type gym leader also Ground types and Rock types such as Golem, Onix and Rhydon.
rayqauza is the best but you have to beat the elite four

If you have Sapphire, it's Latias. If you have Ruby, it's Latios. And if you have Emerald, you get to choose.

If you choose Torchic, your rival will choose Mudkip. Your rival will always take the Pokemon that is elementally superior to yours. You're not even making sense. You can choose to start as a boy or a girl (Unless you're playing Red/Blue/Green/Silver/Gold). No Ruby changes that. Or were you talking about the game cartridge becoming a Ralts?
you should choose torchic because fire and fighting is good at most hoenn gyms
Aggron and Rhydon are definitely the best Pokemon on Pokemon Ruby! Their big, strong and both are great and they're awesome!

you have to have pearl and ruby in the ds AT THE SAME TIME then you turn on pearl and when you choose start it should ask you if you want to migrate Pokemon then you must choose 6 Pokemon from the PC (you can use migration as much as you like)
