You don't say where exactly the leak is and that's very important. -If it's around a pipe or fitting it may be possible to fix. On the other hand, any leak in the body of the tank is difficult or impossible to fix. -

Before you replace it make sure that its the tank that is leaking by checking all the threaded joints and sometimes it can be like the inlet or outlet threaded joint but if it is the tank then yes you will have to replace it. Scrap yards take them for free or sometimes pay you money for old water heaters.
Yes, they definitely can. -Usually around the welded seam near the top. If you find this ,it's time to get a new tank, although I did once repair one with J B Weld, and it held for almost a year.
Eventually most hot water tanks will leak at the welded seams. You can prevent this to a degree by flushing your tank about every 2 years. This very easy to do and only requires a garden hose and common sense.

Is it just water or is there coolent in it. If it's just water than it could be condensation from your A/C. If it has coolent in it than your heater core has a leak in it
