For anyone who doesn't live in Belgium, approximately none. The furthest point in Belgium from Disneyland Paris is still only about four hours from it by car or train, so any Disney park in Belgium would be much more likely to "cannibalize" attendance at the existing park than to create any new business for Disney.

Antwerp is less than 370 km by road from Disneyland Paris; most locations in Belgium are even closer. It seems unlikely that there is a vast untapped market that refuses or is unable to visit Disneyland Paris but would visit a Disneyland in Belgium, so a park in Belgium would largely just "steal" guests from Disneyland Paris.
