Barangay Captain or Punong Barangay and tawag sa namumuno sa isang barangay.
The barangay captain is the executive head of the smallest unit of government. He is in charge of governance, fiscal administration, development planning, barangay legislation, basic services and facilities and compliance to directives.
Duties and ObligationsA punong barangay is responsible for implementing all ordinances, resolutions and laws in the barangay. They are in charge of governance, financial stability, development provisioning, leading the barangay legislation or workforce and ensuring peace and order within the community. A barangay captain also acts as liaison between his community's people and higher government officials such as city or municipality mayors and province governors. They control all meetings and assemblies with the barangay officials, help with the mayor's government obligations and facilitate all basic services in accordance with the law.Barangay captains have the power to appoint and remove barangay officials. They organize community programs, facilitate fund-raising activities and promote the welfare of their community. They make sure that everyone is orchestrated towards the improvement and the betterment of the barangay, their properties, cleanliness and orderliness.
The barangay captain as well called legal, Punong Barangay, cannot be terminated by a Barangay Kagawad. But, according to Section 60 of the Local Government Code of 1991 (RA71, there are list of case that a Punong Barangay or Local Chief Executive, can be terminated in a proper court. The proper court is the Sangguniang Bayan or Sangguniang Panglungsod. A Barangay Kagawad or the majority of the Sangguniang Barangay Member can file a resolution stating and identifying the violation stated in Sec. 60 of the Local Government Code of 1997 (RA7160). To sad that the process is to long and may take 90 regular working days for investigation and 30 days for hearing. But in the end the decision is final and executory.
Tungkulin ng Barangay Kagawad Pagbibigay ng posibleng suhestiyon upang mas mapagpatibay ang pagsasagawa ng mga kasalukuyang resolusyon at ordinansa sa Barangay. Sumama sa pagpupulong ukol sa ikauunlad ng barangay. Magplano ng mga bagay na gagawin upang makapagbigay ng maigting na serbisyo sa mga mamamayan at komunidad. Magbigay ng saloobin ukol sa pagtutol o pag sang-ayon sa mga pinaplanong ordinansa ng barangay. Maging kaagapay ng Punong Barangay sa mga gawain sa makakatulong sa pagbibigay ng serbisyo publiko. Maging aktibo sa pagpapanatili ng katahimikan at kaligtasan ng mga mamamayan at sa nasasakupan. Sumunod sa iba pang maaaring ibigay na delegasyong trabaho ng Punong Barangay kung ito ay makakatulong sa Barangay.
