In one way, yes. If the white dwarf is in a close binary system with another star, when that star expands into a red giant, the white dwarf can start siphoning gas from it. Eventually the heat and pressure of the accumulated gas ignites nuclear fusion, triggering a Type 1a supernova.

Not by itself - it has no energy left to do so. If enough matter falls onto the white dwarf, energy may be generated to produce a nova.
