Unemployed youth will create a higher reliance on social programs such as unemployment insurance, food stamps and welfare.

High unemployment rates also keeps pay rates down due to higher number of people competing for the same jobs. Then the people that have the low-paying jobs won't be making enough money to support themselves or their families and so there will be even more people relying on social programs.

It has a major negative effect because this sometimes leads people to do illegal activities such as drugs. It also contributes to the poverty population as unemployment means no source of income and without money the basic needs would not be met and they themselves and those who are depending on them will indeed suffer.
