Due to floods, businesses have to shut down for days- and eventually up to months. That means no customers. No customers means no income. The businesses also have to deal with rebuilding and cleaning their stores and offices to sustain. Since they have no customers, money is tight to rebuild. Nowadays, there is flood insurance to offer for places with flooding.
