The Colorado River Compact was placed into effect in 1922, long before the growth of Las Vegas was envisioned and before more then a tiny part of the US population had developed a conscience that included environmental or Green concern about the future.

This is further complicated by the commercial presence to the west by the Skywalk and other commercial ventures by the Havasuapi Tribe at the west Rim and outside of th National Park and on their Reservation.
