∙ 12y agoThere is some debate on this answer due to the way that album sales are calculated. Although individual artists may issue global sales numbers, there is no organization that recognizes global album sales. Another issue is the treatment of double albums, for which the RIAA (the organization which certifies sales in the United States) counts each sale twice. From the RIAA list, Outkast's double disc Speakerboxx/The Love Below is certified Diamond for sales of 11 million albums in the US, however it has actually sold 5.5 million copies of the 2-disc set. At the 10 million level in the US are Notorious B.I.G.'s Life After Death, and MC Hammer's Please Hammer, Don't Hurt 'Em, which has reportedly sold 18 million copies worldwide.
Some have falsely claimed that The Don Killuminati: The Seven Day Theory by 2Pac Shakur has sold 28 million albums, but there is not a single reliable source to verify this. In fact, his biggest selling album is All Eyez on Me, which has sold 8 million copies in the United States.
