They are not illegal if you have them near the doors or the floor but theyre illegal if you put them in plain sight near your windows.
--ANSWER-- Since they are two completely different circuits, check the fuses in fuse box and in the power distribution box located under the hood. It could also be a broblem with the wire harness. (Hope not, those are tricky)
