As far as I know, no JROTC can prevent you from joining CAP, and vice-versa. In fact, many encourage dual-enrollment.

There are several perks to dual-enrollment; chief among them is that, regardless of when you join CAP, after two years of JROTC, if you can obtain a certificate from your JROTC instructor, you can advance in CAP at one rank per month up until the first officer rank [Second Lieutenant/Billy Mitchell Award] (you must still pass all tests and meet all requirements, the time limits are just lowered).

In Air Force JROTC, you can wear the Curry Ribbon (first rank ribbon) and all officer rank ribbons on your AFJROTC uniform. In CAP, you can wear the top three ribbons from ANY (
Navy, Marine, Army, or Air Force) JROTC program on your cadet uniform, so long as you are involved in that JROTC unit.
