No, there are just 24 time zones. The length of a day is 24 hours, and the sun (relatively) passes over one time zone every hour. There may be some locations where (for the sake of convenience) the time is observed as one-half hour earlier or later than the time zone where they are found, but that doesn't create another time zone.

You would have to ask the person who imagined it, because an Earth divided into 24 time zones exists only in someone's fantasy of a perfect world.
