What are the possible reasons why headlamps will not work?

I don't know what kind of car you have, but if the headlights work in either the dim or bright mode, but not both, I would suspect the dimmer switch. If they don't work at all, the headlight switch is probably the culpret, unless of course both bulbs are burned out, which I have seen on one occassion.

All vehicles are required to have low- and high-beam headlamps. If your low-beam headlamps both fail after dark, try switching to high beam. If the high beams don't work either, switch on the emergency flashers. In either case, get the car out of traffic and off the road as quickly as safely possible.

If you are referring to xenon headlamps, none of the S-series Saturns had Xenon headlamps. They are halogen headlamps (I used to sell Saturns).
