From the onset Nigeria comprised of the north protectorate,south protectorate and lagos colony.Sir Egerton govnor of lagos colony and high commission of southern protectorate brought the suggestion of the amalgamation between lagos and southern protectorate.This came into light in 1904.sir lord luggard also amalgamated the northern and southern parts of Nigeria.For the reason being that the northern protectorate where not financially boyant.National income had to be shared among the protectorate to meet their needs.several commissions where put forward for the equitable distrubution of the countrys revenue.These commission includes

3.louis chicks commission 1953.among others
There are large oil revenues in Nigeria. Unfortunately, these are concentrated in the hands of industry and government officials, and little of this money filters down to the populace at large. Therefore, revenue allocation isn't what it should be. Thus, the infrastructure (roads, bridges, water/sewer systems) is poor and there is still massive poverty in the country - counterbalanced by several thousand people/families who are very wealthy, and not much of a middle class.
In sum, one can study the academic principles of revenue allocation in Nigeria, but the results would be divorced from the reality of the situation there (especially with cronyism, bribery and corruption being so rampant ).
