Why are ballet dresses called tutu's?

The word "tutu" comes from the word cucu. A French rendition of the world cul-cul which means "botty-wotty" (for bottom). There is a unproven legend that the term was first used by commoners who had the lower seats in ballet theatres and had a different angle of viewing the dancers on stage. "Tutu" refers to the area which was seen under the ballerinas' skirts.
