its never really blatantly stated when exactly willow became a full-fledged witch. her first spell was during season two when she tried to summon angel's soul. and in season three, when Buffy comes back, willow mentions that she's been dabbling in witchcraft. so...season two, episode 21 becoming part 1.

I liked Buffy better mostly because it kept surprising you with its plot; (it also never felt like any one part dragged on to long) and because the characters were easier for me to relate to. Also a lot of the dialog is witty banter which is always a plus. Joss Whedon is a genious. Charmed is in no way better than Buffy the Vampire Slayer.
