I operated a Lock & Key shop in Minnesota for six years. My only requirement was to have a business license from both the city and county, and a sales tax license from the state (same requirements for any business). The city asked me to provide a certificate showing I had some type of formal locksmith training. I gave them a copy, but there was no requiremnt for me to do so. Additionally, the police department asked me to submit to a voluntary background investigation. I also cooperated with the police department.
