There are very few similarities between the two. However the only one I can think of is they both involve a central figure of authority. For example, Barack Obama is the central figure for America currently, and Adolf Hitler in Germany.

democracy is when the prsident chooses people from other countries to represent himself as president but theocracy is when the prsident doesn't follow the rules and gets to go to Hawaii for a vacation.
