Some legal issues with regard to internet use have to do with copyright, hacking and privacy. Ethical issues are moral issues regarding use of the Internet and there are many. Some ethical issues are pretending to be someone else, Internet bullying, stealing personal information and using resources without permission.

File sharing is totally legal, sharing files (such as music) when the receiver of the shared file has not purchased the file (music) it is completely legal for someone who has purchased the file to share the file with someone who wants to reveive the file, and continues to file the file.

There are none. Anyone, anywhere can access the internet as long as they have a stable internet connection and an internet capable device. In some countries certain websites are blocked and free speech is limited so the citizens have to follow their countries law and international law as well, while using the internet.
