as it is written there, that is ethanol, ie an alcohol. the oh giving it away,.
however it can be written as CH3OCH3 , which is completely different. this is dimethyl ether.

the short of it is that Ethanol has no isomers that are not still n-ethanol, or just ethanol
Index of Hydrogen deficiency (IHD) let's you know how many rings and/or pi bonds are in the molecule. (n+1) - ((m-1)/2) so the IHD of C5H9 would be 6-4=2; this means that whatever isomer you draw must have 2 pi bonds OR 1 pi bond + 1 ring OR two rings OR a triple bond. So now that you have all the information required you can start drawing isomers (which will all be valid as long as the molecule has an IHD=2 and doesn't violate the octet rule, etc)
I'd start by just drawing a 5 carbon chain adding 2 double bonds anywhere they fit then plug in your H's; just put them anywhere there is a bond available (you don't have to think about it as long as your molecule has the correct number of carbons and correct IHD)
Then you can just tweak your first isomer (keeping in mind the rules) and you'll be able to come up with most if not all of them.
