is the check engine light on? if so it may be the coolant temperature sensor...happened to me...if it doesnt turn over at all try the starter or the battery
You can try by vacuum- try to bring it to 20 Hg at idle, but a timing light is much more accurate
Step one: Head down to Harbor Freight or Walmart and buy a timing light for $20...
You could put a vacuum gage on the engine and time it for peak vacuum. A timing light is still better.

An engine can be timed without a timing light by using the markings on the harmonic balancer. Each mark indicates 1 degree above or below top dead center.
I think that switches with bad grounds can burn up like that.

The dome light in my Impreza has a three way switch that in the full rear position remains off even with the doors open. In the middle position it is on auto so that when a door is opened it comes on. And in the full forward position it stays on constantly. If yours has a switch you might try moving it to the middle position or the full rear position per your preference.
It is located on the top of the engine, below the throttle. Get a light and look straight down between the two throttle cables "if it has cruise control". It is bolted down with one 12mm bolt.
