An internet service provider is a company that offers it's customers access to the internet. ISPs can offer internet through cable, DSL, dialup, Fiber Optics, and even satellite.
Many ISPs also offer cable/satellite tv, and phone along with the internet connection.

In Canada we have incumbent ISPs such as Bell, Rogers.
And Third-party ISPs who basically rent the lines from the incumbents but often provide lower prices such as IVC Tel or CanNet.
And then there are resellers of third-party ISPs
