However because of Puerto Rico's Spanish Background and the fact it is a self-governing territory of the U.S, English is less widely spoken but the majority of the population are quite fluent in both. It is taught in all the schools as a major second language. Around 90% of all people in Puerto Rico speak both English and Spanish. For Spanish only, almost 100%. But for English only about 2%.
