Muammar al-Gaddafi did both bad and good things while in power.

Any leader who has absolute power under a police state is a dictator. A country where there is no court system, no personal freedoms, a rich country with a poor population is a recipe for abuse. "Power corrupts; absolute power corrupts absolutely." There are a lot of suspicions and some evidence of his abuses but, like Saddam Hussein, what the realities are and what will be found when he is gone will tell the story. Sometimes it takes a generation or two for people who have lived a lifetime of oppression and abuse to begin to tell their stories or reveal their evidence.

Some good things he did may arguably have been:

  • his policies of generous welfare
  • imported workforce
  • massive land development
  • free education

First of all, Gaddafi is not a President or a monarch, he is the Libyan leader who likes to fashion himself as a 'colonel'...

The Lockerbie bombing in Scotland was proven not to be done by Libya at all!

Furthering fuel to this fire, Moosa Kousa ( Head of Libyan intelligence) came to the UK recently. (Of course, we've never heard of 'dis-information'...)

Using his military to wipe out unarmed civilians is not a crime in Libya, apparently, but NATO and The World Court may rule otherwise...

He was the leader of Libya in the early days of terrorism, quite possibly supporting and training terrorists. There were several prisoner exchanges, notably the man who brought down Pan Am Flight 103 in Lockerbie. After sanctions put on the country by the US and the UN, Qaddafi seemed to change to fly right. However, his fortune, in the billions, was invested and he lived lavishly in a country where there is extreme poverty among most of the people. He and his sons were responsible for ordering thousands of deaths of their countrymen.

At the beginning of September, 1969, a 27-year-old Gaddafi successfully staged a military coup against King Idris, while the King was out of the country. Immediately he abolished the monarchy, expelled most foreigners, and established the anti-Western Libyan Arab Republic. He allowed any rogue group who declared themselves anti-imperialist (even if they were simply terrorists) safe haven in Libya, and access to weapons and financial backing. These groups included the IRA, Palestinian Black September (responsible for the 1972 Munich Olympic massacre), and those behind the Pan Am Flight 103 bombing, which killed 270 people. Libya finally took responsibility for the bombing in 2003 with a remorseless letter to the United Nations.

In 1969, Gaddafi created Revolutionary committees to keep tight control over internal dissent. Ten to twenty percent of Libyans worked as informants for these committees. Surveillance took place in the government, in factories, and in the education sector.[38] People who formed a political party were executed, and talking about politics with foreigners was punishable by up to 3 years in jail. Arbitrary arrests were common and Libyans were hesitant to speak with foreigners. The government conducted executions and mutilations of political opponents in public and broadcast recordings of the proceedings on state television

Between 1980 and 1987, Gaddafi employed his network of diplomats and recruits to assassinate at least 25 critics living abroad

Gaddafi's attempts to procure weapons of mass destruction began in 1972, when Gaddafi tried to get the People's Republic of China to sell him a nuclear bomb. He also tried to buy from Pakistan and India. Several people around the world were indicted for assisting Gaddafi in his chemical weapons programs

Gaddafi supported militant organizations that held anti-Western sympathies around the world. Gaddafi fueled a number of Islamist and communist militant groups in the Philippines, including the New People's Army of the Communist Party of the Philippines and the Moro Islamic Liberation Front. He financed the Nation of Islam, which emerged as one of the leading organizations receiving assistance from Libya; and Al-Rukn, in their emergence as an indigenous anti-American armed revolutionary movement.

And his arrest/crimes against humanity:

The UN referred the massacres of unarmed civilians to the International Criminal Court.[213] Among the crimes being investigated by the prosecution was whether Gaddafi purchased and authorized the use of Viagra-like drugs among soldiers for the purpose of raping women and instilling fear.[
