Japan was encouraged to compete for naval power in the world, culminating in their inclusion in the Washington Naval Treaty of 1922. The Russian Navy was reduced in importance and declined compared to other major nations.

The Japanese victory indirectly prompted the laying of the keel of HMS Dreadnought in October 1905 (4 months after the Battle of Tsushima). Tsushima was a "test bed" for battleship armament and tactics.

For Japan-Japan was now a major player; the stage was now set for WW2. 3. The rest of the world-Playing catch-up to the new war machine recently launched by Great Britain in 1906: HMS Dreadnaught; the offspring of the Battle of Tsushima.
