Sounds like a Polish Rooster. Originating in Europe, before the 16th century. They were once known for good egg production, but are now almost strictly ornamental.

They come in several colors.

It also could be a silky cross breed.

The breed you are describing is a Cochin crossbreed Cochin's come is several colors (black/white/buff and multi color if mixed breed) but all have feathers down to the toes.
