In December of 1865, the US Congress passed the 13th Amendment to the US Constitution. The 13th amendment was ratified December 6, 1865 and abolished slavery in the US and all of its territories. The 14th was ratified July 9, 1868. This specified citizenship rights. The 15h came into effect February 3,1870 and stipulated that race was no bar to the right to vote.
The Proclamation licensed Union troops to free any slaves they came across in their southern campaigns. It was clear that these ex-slaves could never be returned to their ex-masters. Slavery was dead.

The Constitution when it was originally ratified did not outlaw Slavery. In 1863 the Emancipation Proclamation decreed that all slaves in rebel territory (confederate states) were free on January 1, 1863. The official removal of slavery though came from the 13th Amendment to the Constitution in 1865.
