You must have the key inserted and in the "on" position to move the gearshift. Check this first!!! Might be a bad clutch cable as well.
check your transmission control relay.. it might be stuck..
The syncros are going bad. they help the gears line up when you shift
door button stuck --bulbs? fuse.
Be sure to apply the brake before trying to shift out of park. If you apply the brake and the car still won't shift out of park, do not try to force it. The problem could be a failure of the mechanism that releases the shifter.
maybe the links are stiff maybe you need to oil them
Just shift the transfer case selector gear shift into the four wheel drive range of choice....hubs are engaged vis vacume control activated via a vacume switch located on the transfer case I think

I had the same problem with my old 91 Carolla. Check the shift assist button in the front left of your shifter. I might be jammed or stuck which could be the cause of your locked up shifter. As for fuses, are you putting the right amped fuse in the right position?
leave the vehicle in park and shift it into 4-wheel. when disengaging, place the vehicle in park again, and disengage. it is helpful to back up about 5-10 feet to engage back into 2-wheel (so the little light goes off).

I have not ever worked on this model,but here's something to try. Disconnect it at the transmission shift linkage on the transmission and see if it will shift by hand. if it will then you will need to look at the cables,rods or the shifter mechanism.Maybe something is worn,bent or broken.
