Under normal circumstances, a Normal Summon will be in face-up attack mode, and a Set will be in face-down defence mode. Some cards can change this, such as Light of Intervention, which prevents monsters from being set, but allows them to be Normal Summoned in face-up defence mode. Special summons are different - the default is face-up attack or face-up defence position. Again though sometimes individual card effects can 'special set' the card, or restrict it to a specific mode.

Is there a Yugioh card that won't allow a player to summon light monsters?
Ally of Justice Quarantine and Koa'ki Meiru Drago prevent either player from Special Summoning LIGHT monsters...or DARK monsters, in the case of the latter. Also, the Barrier Statue cards: Barrier Statue of the Inferno, the Torrent, the Stormwinds, the Drought, and the Abyss all restrict Special Summons to FIRE, WATER, WIND, EARTH, and DARK, respectively. However, there is no card currently in existence that prevents Normal Summons of LIGHT monsters, specifically.

All Ritual Summons are considered a Special Summon. However, not all Special Summons are considered a Ritual Summon. A Ritual Summon can only be performed with a Ritual Spell Card and a Ritual Monster. A Special Summon refers to any monster that is placed on the field in a way that is not a Normal Summon, Flip Summon, or Set. Also, Ritual Summons are never considered a Normal Summon.
When can you special summon a monster?
When a card that says you can Special Summon a card, and specifies from where. For example: Grapha, Dragon Lord of Dark World, can Special Summon itself from the Graveyard during your Main Phase, by returning 1 face-up Dark World monster back to your hand. Or if it's a Synchro or Xyz Monster, then those monsters have to be Special Summoned by their own Summoning mechanic, in which read Synchro Summons, and Xyz Summons. There is no limit on how many times you can Special Summon, so if you have a lot of cards that can Special Summon a lot, go nuts.
Is returning a banished monster to the field a special summon?
If a card special summons from the removed from game zone, it will say so. So DD Survivor is one example, it special summons itself from there. Otherwise, with cards like Interdimensional Matter Transporter, or Future Visions, the monster is simply 'returned' to the field. This is not a summon of any kind, meaning 'cannot be special summoned' monsters are not crippled by it, nor can any summon-responsive cards like Torrential Tribute be used.

Can you Special Summon Infernity Necromancer by its own effect in Yu-Gi-Oh?
No. Infernity Necromancer has to be on the field to use its effect to special summons other Infernity monsters from the graveyard. Monsters can only special summon themselves from the graveyard if they specifically say they can activate in the graveyard - Plaguespreader Zombie for example. However even if Infernity Necromancer could activate in the graveyard, it is specifically prohibited from targeting a card called Infernity Necromancer anyway.
