Chuff has two main meanings. It means a rustic; rude and insensitive person, boor; cheap or stingy person. "Chuff" is also a regular, sharp puffing sound. Normally it applies to the sound of a steam engine's "wooof-wooof-wooof" sound, which increases in frequency as the engine picks up speed.
