there are 3 relays down at the bottom between the 2 fans you will have to remove the plastic splash panel from under radiator support to get to them
The Radiator fan relay has probably failed. It is bolted to the lower side support next to the radiator.

The 1999 Saturn S-Series engine heats up the coolant, the thermostat valve opens and the coolant circulates between the radiator and the engine. Then the radiator fans turn on to cool it back down. More than likely the radiator fan resistor has gone bad. It is located at the bottom corner of the radiator.
