The US troop number reached a level of almost 600,000 in 1969. The exact number per year varied. And certainly in the late President Kennedy and early Johnson years troop levels were fairly low in comparison to later years. With that said, the Vietnam War was not a full scale war. In fact, since WW 2, the next full scale US war was in Iraq. There troop levels were about 400,000 and the British contributed 60,000. This was a full scale war as the objective of regime change was accomplished. Air power, tanks and other vehicles were used. The merits of any war or by any nation is subject to debate.With that said, the Vietnam War was not a full scale war. Even though the US used more troops than it did in Iraq, troop levels do not define a war.

If the US conducted a full scale war then the North Vietnam harbors would be blockaded and North Vietnam would have been invaded from the south and the east.

This was a limited war, with the goal as in Korea, to halt the enemy and keep them on their side of the border. The Viet Cong conducted an effective guerrilla war in South Vietnam. However, it's clear that if the North was invaded, they could not support guerrilla actions in the South.

Presidents Kennedy, Johnson and Nixon made it a limited war. An unlimited one would have caused the USSR to do more than supply arms to the North and guerrillas in the South. The limited war prevented it from becoming a huge Southeast Asian war.
