Most vehicles now have a solenoid that holds the transmission in park until the key is on AND brake pedal is pushed. They don't want the vehicle to accidentally get knocked into gear, like maybe by a kid who is playing in the front seat while mommy or daddy are out of the vehicle.
if your brake lites don't work the solenoid won't activate and release the park lock
what if that doesent work

how to remove key stuck in ignition switch in Chevy colbalt
The seat belt may be locked out. This usually happens after a collision or sometimes after hitting a hard bump or when the seat belt folds on itself when retracting into the holder. Just take it to the dealer and they can get you rolling again.
carb problem my guess would be accelerator pump or stuck power valves in carb.
It is just stuck,
i have a 95 Tahoe also (2 door), and the bar that pulls the latch from the inside is prone to getting stretched out- if you remove the door panel and tighten the bar from the interior door handle to the latch ( i just put a kink in mine), then it is able to unlatch the door again- a bit of a "trick" fix, but it works nonetheless- a lot better than paying through the nose for shop work and just as effective; no more stuck passengers=)
The fuel gauge on a Chevy may become stuck if the sending unit is defective or become disconnected. Without a signal from the tank, the gauge will not move.
You'll need to replace the stuck injector.
Take the filter off and have a good look at the mounting flange. Could be an old gasket is stuck up there, or some other debris, or maybe the two bolts that hold the adapter are loose.
