The dual tank system has a low pressure fuel pump in each tank which pumps fuel to the high pressure pump outside. If the pump or strainer in one tank is plugged that will cause this problem.
A 1990 Cutlass Ciera might hesitate and sputter when the gas pedal is depressed because of water in the fuel or because of damaged or dirty fuel injectors. You might also have an issue with the wiring or the distributor.

1990 -1993 gas tanks are all the compadable
try replaceing the fuel filter .or plugs ,plug wires or batterys not charging at the right amp
It would most definenlty be the A.I.V piping if it sounds like a gurgle in the front fender.
check and see if you are getting fuel ,spark and compreesion these are the three main things if you have all of these repost

Your fuel pump relay is stuck in the "on" position which causes it to run constantly even if your truck is off. Just replace the bad relay. You may have two relays though if you have duel tanks.
Some models had an option where you have 2 fuel tanks. you can run off of both tanks, or use front or rear.
Depending on how your vehicle is equipped : front tanks were 17 / 18 / or 19 U.S. gallons rear tanks were 18 or 19 U.S. gallon combinations were either 36 or 37 U.S. gallons
