Have you checked the power steering pressure line?
Horse power is a rating on the motor, it has nothing to do with the transmission.
I am trying to change the belt on a 2.2 L, 96 Pontiac Sunfire. There is no adjustment on the alt. or power steering that I can see and I cant see how the tensioners work. Anyone have any ideas.

What do you mean by no power, lack of acceleration, or like battery power and voltage. lol puts you might also check your cadalitic converter mine was doing the same this and that's what it was
Check the fuse and relay to see if there is power at that point, if so the connections at the tank could be faulty.
