the idle air control motor or iac motor is out. if this is a 4.0 liter, it is located on the throttle body to the left of the throttle position sensor and is removed by removing 2 screws. replace it and plug the new one in. can also cause full throttle condition

It could be the IAC module that sits next to the throttle body. It controls your idle and is non-adjustable.Try cleaning toyr throttle body system first, if tht doesn't work it will need to be replaced. Good luck, Mike
