Bad fluid in master cylinder,flush system,bleed brakes
Corroded calibers that are rusting and sticking. Moisture is in the brake fluid. Replace the calibers and replace all the brake fluid. It can also be a sticking slide pin on the brake assembly. Check that before replacing the caliber.
Besides the steering lock the most common are disc brake locks and/or chains.
Could be, a frozen/sticky brake caliper, an internally collapsed brake hose, a pinched brake line,
Rear drum brakes, that lock up during heartbreaking quicker than the front brakes, can be adjusted. The rear brake pads need to be backed off.
As long as the brake is strong enough to lock the wheel, you can skid with any brake design.
Depending on the vehicle I had one lock up because of a bad brake caliper. If you have four wheel drive it could be your front diff locking up I would start by looking at the calipers.

If you mean low of brake fluid, the answer is no. When a caliber locks up it is usually caused by contamination of moisture in the brake fluid. This causes the caliber to rust and then it will lock up. You are more than likely going to have to replace both front calipers. You also need to flush your brake system and put in fresh brake fluid.
Excessive brake pressure, or brake pressure imbalance Front/Rear.
Wheel cylinder (drum brakes) or caliber (disc brakes) sticking. If you find this to be the case you need to replace both sides and replace your brake fluid which is contaminated with moisture.
Some bikes have disc brakes on both wheels, but the front brake is more important. During braking you'll encounter something called dynamic weight transfer, which basically means that more of the bikes weight will be supported by thr front wheel and less by the rear. As the front wheel gets heavier the friction against the surface increases and it'll be to brake even harder, causing even more of the bike's weight to rest on the front wheel. All this heavy braking means that the front brake needs to be better at dispersing heat and it needs to be more easily modulated, as it's very hard to recover if the front wheel would lock up.
