What cause the genocide?

The cause of the genocide is that the Hutus and the Tutsis didn't get along with each other because of the color of their skin. It also didn't help for them to stop the genocide because they really didn't care about each other and they realize that they couldn't stop the madness with each other as well.

When one group is convinced that its existence is in jeopardy from another group, it may feel that they have no other choice but to destroy the competing group. This boils down to a "we have to get them before they get us" attitude.
  2. Spread terror among real or potential enemies. Carrying out systematic efforts to destroy one group of enemies may send a clear signal to other potential enemies. Fein calls this motivation "preemptive."
  3. To acquire economic wealth. If a group (for instance, an indigenous people) stands in the way of the economic progress of another group, then it may "make sense" to simply get rid of the group that is in the way.
  4. Implement a belief or ideology. The goal may be to create a pure race or it may be to create a utopian society. At any rate, the only way to deal with those who do not fit the ideal is to destroy them.

Genocides are large scale, programmatic executions of a specific ethnic or religious group within a country; they are also condemned by international law and are prosecuted as war crimes by the Hague.

Genocides tend to start when a single person (usually) comes to power in a country and has the ability to disregard the rule of law and the foundation of human rights. These individuals tend to be called dictators and tyrants. They then begin a campaign to "cleanse the land" or to "drive out the foreign/deviant/bad people", which usually helps to bring the majority of the population on board with the plan. Genocides tend to start relatively small-scale, with a certain group of people being harassed, detained, restricted and controlled first. As time goes on, the group of people start experiencing individual or small family losses to violence, which the government (under the control of the dictator) doesn't respond to. Over time, the number of individuals being seized and killed builds, until entire cities or communities may be slaughtered in a single incident.

While genocides are horrible atrocities, they make a very sick and perverse political sense under certain circumstances. First, the group being executed tends to be an unfavored minority that the majority population harbors resentment or fear of. By basically giving official state permission to act upon the resentment or fear, the dictator can consolidate his power by showing himself to be "a champion of the people". Second, once the true scope of the situation becomes apparent even to the majority population that is being favored, there is little chance the dictator will be opposed - most people reason that a dictator who will execute a village of hundreds of a minority population will have no problem with turning the weapons onto a portion of the majority population that speaks out against it. Often, they are right - people who sympathize with the minority are often grouped with the minority and are in serious physical danger from the dictator as well. Putting these two conditions together, you have a violent dictator who has consolidated political and military power to the point that he (these individuals are historically male) can be relatively assured of not losing political power, which was the goal in the first place.
